Uzor Ogbu onderzocht het verband tussen prestatie-indicatoren voor ziekenhuizen en voor huisartsen aan de hand van een aantal casussen. Daarbij keek hij specifiek naar de invloed van het moment van opname en het aantal opnames in een ziekenhuis op de uitkomsten na een CVA (beroerte) of een heupfractuur. Ook onderzocht hij de interpretatie en toepassing van prestatie-indicatoren in de acute hulpverlening in ziekenhuizen en de huisartsenzorg. Ogbu benadrukt onder andere de noodzaak van empirische toetsing van veronderstelde verbanden. Hij vraagt zich af of prestatie-indicatoren inderdaad meten wat ze pretenderen te meten en welke implicaties dat heeft voor het beleid.
